How it's worked out
Damage is floored, so it is a staircase, not a ramp: several power-ups can change nothing and then one adds a point. Each level calls the raid simulator's own damage formula, floor(0.5 x power x atk/def x STAB x type x modifiers) + 1, with the attacker at that level and the boss at its tier (15/15/15 IVs, tier CP multiplier). Weather, friendship and the Shadow multipliers are the simulator's constants. Incoming damage carries no friendship bonus, and a Shadow attacker takes its 0.83x defense penalty.
